      What is happening in Kolkata gpo is totally illegal. Special covers can’t be given through PD account. It is inappropriate to say that Pune ho should adopt what is happening at Kolkata.

    special cover related

    the said policy may be acceptable one but it is a matter to be considered when the special cancellation cover is issued at a special function related to a specific philatelic bureau and will not be made available in other philatelic bureaus. for example a special cancellation cover issued in chennai will not be made available in delhi so at this point we cannot open a pda account in both the places to get the cover instead we have to get it through imo or emo only but at the same time it has to be restricted at a minimum quantity per person. if this is effected every person who is interested to get a special cancellation cover will get by each and every person residing in india with out disappointment. for this philatelic department all over india has to make an arrangement to get the special cover at the philatelic counter just like fdc which is available through out indian philatelic departments.

    Special cover should be available for all the account holders just as FDCs. It should be available in all the bureaux for the account holders. For this special arrangement should be made so that they can be sent to all the bureaux by the issuing bureau. Then the bureaux can send them to the account holders. Because no body can open and maintain accounts in all the Bureaux or go to each and every place where the special covers are issued. We should insist the postal authorities to do the needful to implement it.
